Introduction

TOEFL means Test Of English as a Foreign Language. Over 13,000 institutions in more than 160 countries accept this test. Most universities in the UAE admit candidates with an IELTS or TOEFL exam administered by ETS, a non-profit fostering educational achievement. Thousands of students in India search for a full form of TOEFL every month before they register for their test. It is imperative to note that the university of your choice in the UAE will specify a minimum score for acceptance into their institution, which may be as low as 70 at UAEU or higher with Abu Dhabi University demanding 79 and American University of Sharjah wanting the TOEFL score to be rated at 80. This guide will cover what TOEFL stands for, exam format, fees, UAE score benchmarks, and what Indian students should check before registering. Let us begin.

What Does TOEFL Stand For?

The TOEFL full form is “Test of English as a Foreign Language”. The exam measures how well non-native English speakers can read, listen, speak, and write in English at a university level. It is owned and administered by ETS (Educational Testing Service), a US-based non-profit testing organisation.

The TOEFL full form is universal and remains the same for all countries and disciplines. So, it does not matter whether you're applying for engineering or business, health sciences, the test remains unchanged. They don't have a separate examination such as “medical TOEFL”. TOEFL cutoffs and other admission requirements associated with UAE medical degrees (such as those from Gulf Medical University or Mohammed Bin Rashid University of Medicine) are usually identical to non-medical programmes at that university. An admission TOEFL score does not fulfil a licensing requirement. You can see the full exam breakdown on Study From UAE's TOEFL overview page.

Who Conducts the TOEFL Exam?

ETS has conducted the TOEFL test for more than six decades. ETS is also famous for the GRE and the TOEIC. There are test centres  in India. The exam can also be taken as an at-home Home Edition with a proctor watching where some universities in the UAE accept the Home Edition and some do not. Different programs might have different TOEFL acceptance rules. So make sure to ask the admissions office if your course accepts the Home Edition. Do not think it is the same, as the test-center version. Check first before you schedule the exam.

TOEFL Exam Pattern 2026: What Changed

On 21 January 2026 the Educational Testing Service or ETS made some big changes to the TOEFL iBT test. The TOEFL iBT test still has four parts: Reading, Listening, Speaking and Writing. These parts are always in the above mentioned order. Now the whole test is shorter. It takes 90 minutes to finish. This is a change from the old test, which took 2-3 hours to complete.

The Reading and Listening parts of the TOEFL iBT test are adaptive and have 2 stages. How you do on the first stage decides how hard the second stage is. The Speaking and Writing parts are still the same.

The redesigned version of the TOEFL iBT test has some new question types like the Listen and Repeat part, Build a Sentence part and a Write an Email part. You will still see some things like reading passages, lectures and discussions. If you started studying for the TOEFL iBT test before 2026, check the TOEFL exam pattern to confirm your study material reflects this updated format.

Section Approx. Duration Adaptive?
Reading About 30 minutes Yes, two-stage
Listening About 29 minutes Yes, two-stage
Speaking About 8 minutes No, fixed format
Writing About 23 minutes No, fixed format

These are the section timings for the TOEFL test that people have reported after January 2026. ETS might make changes to the time for each task. So use this as a guide to help you plan. Do not think it is exact. Please verify the latest section-by-section breakdown on TOEFL exam pattern before you plan your preparation schedule.

TOEFL Score Scale Explained

The TOEFL test scores used to be on a scale from 0 to 120. In January 2026, ETS made some changes and added a new scale from 1.0 to 6.0. This new scale is similar to the CEFR, which is a system that measures how well people speak languages. For two years after January 2026 people who take the test will get two scores: one on the 0-120 scale and one on the new 1.0-6.0 scale. This is to help universities that have not yet changed their rules about TOEFL scores.

ETS has given out its method to estimate a new band by dividing the score by 20 and round to the nearest 0.5. This can help you plan and understand what score you need. For example a score of 70 on the TOEFL test is like a Band 3.5. A score of 79 or 80 is like a Band 4.0. These are estimates but your real score report will show your exact score. TOEFL test scores are important for universities, like UAEU, Abu Dhabi University and American University of Sharjah. They use TOEFL test scores to decide who can study at their university. If your score falls short, Study From UAE's retake policy explains your options.

Actual TOEFL Score Requirements at UAE Universities

Score requirements vary by university, programme, and intake, so treat the figures below as verified starting points, not guarantees. All three are drawn directly from each university's own published admissions pages.

Test Duration About 90 minutes About 2 hours 45 minutes
Speaking Format Computer-recorded responses Face-to-face with a human examiner

So check the page for your specific programme instead of just looking at the overall university requirements. For the fuller list, see  UAE universities accepting TOEFL page.

TOEFL Exam Fee for Indian Students

The TOEFL iBT test fee in India is around INR 15,254. When you add the 18% GST, the TOEFL iBT test fee in India becomes about INR 18,000. The GST is around INR 2,746. You should check the ETS website for the TOEFL iBT test fee because that is where you will find the accurate information. The ETS website only shows the TOEFL iBT test fee after you choose India as your test location. The price of the TOEFL iBT test fee can change because of the USD to INR conversion.

Participating institutions accept the TOEFL Essentials test. The TOEFL Essentials test fee is US $199, which equals INR 17,200 approximately. Candidates can check the TOEFL Essentials test fee on the ETS registration page for TOEFL Essentials. However, for more information about TOEFL test costs and additional details such as rescheduling and late-registration fees, students can visit the TOEFL exam fees page.

TOEFL Full Form vs Other Test Acronyms Students Search For

While searching for the IELTS PTE TOEFL full forms, a candidate usually looks for information about all the tests mentioned in the query, not only about the meaning of their acronyms. Below are the explanations:

IELTS: The International English Language Testing System is a standardized test designed by the British Council and IDP: IELTS Australia and Cambridge Assessment English. A candidate must check the IELTS eligibility.

PTE: The Pearson Test of English is a computer-based test designed by Pearson.

GRE: The Graduate Record Examination is a graduate-level examination conducted by ETS.

TOEFL ITP: The TOEFL Institutional Testing Program, a computer-based language test, the scores of which are used by universities for internal administrative purposes. In other words, students cannot apply directly to a university using the TOEFL ITP test results; most often, this exam is used as an additional round for qualifying candidates. In addition, the TOEFL ITP test is different from TOEFL iBT.

TOEFL Essentials: Another ETS language test that covers all language skills, but the number of participating educational institutions is much lower.

EmSAT: The Emirates Standardized Test, designed by the UAE Ministry of Education. In particular, the English version of the EmSAT Achieve English language test is an alternative to the IELTS and TOEFL exams and is mandatory for entering most of the local UAE universities.

For a detailed fee breakdown, including rescheduling and late-registration charges, see TOEFL exam fees page.

TOEFL vs IELTS: Which Should You Choose for the UAE?

Factor TOEFL iBT (2026 format) IELTS Academic
Test Duration About 90 minutes About 2 hours 45 minutes
Speaking Format Computer-recorded responses Face-to-face with a human examiner
Approx. Fee in India ~INR 18,000 (verify current rate) ~INR 19,000 as of April 2026 (verify current rate)
UAE Acceptance Widely accepted (e.g. UAEU 70, ADU 79, AUS 80) Widely accepted (e.g. UAEU 5.5, ADU 6.0, AUS 6.5)
Both tests require the same four skill areas and are accepted by UAE universities. However, the minimum score requirement varies between universities and courses. If you are more comfortable speaking with a human being than a microphone, go with IELTS. If you can handle a computer-based test that runs for only 90 minutes flat, go with TOEFL. Study From UAE's IELTS exam hub and TOEFL exam hub break down eligibility, test centres, and registration steps for each.

What Indian Students Should Check Before Registering

  • MOI letter alternatives: Some universities in UAE accept a Medium of Instruction (MOI) letter from a recognized board like CBSE, ICSE or the state boards in place of an English proficiency test. This exemption is more commonly available for IELTS, but you can also ask the university if they accept it for TOEFL as well.
  • Free score reports: With TOEFL, when you register you get four score reports free of cost to the universities of your choice. Make sure to finalize your shortlist of universities in advance, so that you do not have to shell out any extra money for score reports.
  • Two-year validity period: Make sure to take the test in enough time so that your score report is still valid when you apply to universities in UAE, and so that you have enough time to retake the test if you are not satisfied with your score.
  • Don't mix up test types: One of the most common mistakes is to apply with TOEFL ITP or TOEFL Essentials scores when the university asks for TOEFL iBT scores.
  • Check if the test centre is authorized: Before signing up for either TOEFL home edition or regular TOEFL test, make sure the university you plan on applying to accepts one or the other.
  • Payment options: When making the payment, remember that ETS, the organization that administers TOEFL, only accepts international credit and debit cards. Make sure your cards are authorized for international transactions.

FAQ FAQs

TOEFL stands for Test of English as a Foreign Language, a standardised exam developed by ETS to measure the reading, listening, speaking, and writing skills of non-native English speakers. It is used for university admissions worldwide, including at several UAE institutions.

No. TOEFL full form stays the same across every field, including medicine and nursing; there is no separate "medical TOEFL." Some medical or nursing licensing bodies outside the UAE accept standard TOEFL iBT scores as proof of English proficiency, but requirements vary, so confirm with the specific regulator.

IELTS is the International English Language Testing System, PTE is the Pearson Test of English, GRE is the Graduate Record Examinations, and TOEFL is the Test of English as a Foreign Language. GRE tests graduate-level aptitude, while the other three assess English proficiency.

TOEFL ITP stands for TOEFL Institutional Testing Program. Institutions use it internally for placement and progress tracking, and it is generally not accepted as a substitute for TOEFL iBT scores in direct university admissions.

ETS-authorised partner listings report the base TOEFL iBT fee in India as INR 15,254, which comes to roughly INR 18,000 after 18% GST. Since ETS's own site shows the price only after you select India as your location and the exchange rate can shift, verify the exact figure at checkout before booking.

Both are widely accepted by UAE universities, and neither is universally "better." TOEFL runs about 90 minutes with a computer-recorded Speaking section, while IELTS takes longer and includes a face-to-face Speaking test; choose based on your strengths and your university's specific requirement.

Most do, but minimum scores vary: UAE University asks for TOEFL iBT 70, Abu Dhabi University 79, and American University of Sharjah 80 for direct undergraduate entry. Some universities also accept a Medium of Instruction letter or EmSAT English instead of a fresh test, so confirm your specific programme's policy.
